wifi connection is so poor. the receptionist can not speak english well. he is also not responsive when I want to check out. he seems ignorant of pre-booking and payment through third party.

Anh Quan Hotel
I went to Vinh in December, so the guests were quite cheap with 165k / 2 people so I did not ask much, but in general the hotel is ok with a particularly cheap amount but there are also elevators, fast hot water, spacious rooms, The owner is also friendly, the hotel is easy to find, the road is big and rented a motorbike at the hotel, but the hotel does not have wifi, with a non-soundproof room with 1 point I don't like, I come check in early. For check-in, but at checkout, you charge early without notice, but because it is only 15k / hour, it is acceptable, with drinking water in the room, it costs money (a bit strange because you often go to guests Water hotel on the table in the room is usually free)
